Instructions
Preheat oven to 400°F (200°C). Prepare cauliflower by cutting into bite-sized florets or steaming until tender. Reduce oven to 375°F (190°C).
Cook ground beef in a skillet until browned, add onion and garlic, then stir in broth, tomatoes, tomato paste, and seasonings. Simmer 10-15 minutes.
Make cheese sauce by melting butter and cream cheese, then whisk in heavy cream and shredded cheeses until smooth. Season lightly.
Assemble casserole by placing cauliflower in a greased dish, topping with beef mixture, then pouring cheese sauce over. Sprinkle Parmesan if using.
Bake for 20-25 minutes until bubbly and golden. Rest 5-10 minutes, garnish with parsley, then serve.
Notes
For a lower-carb version, omit the red pepper flakes and use less cheese.
